    I was with a bunch of Arab looking guys wearing lightish blue suits
    with white collars. They were installing a brand new wood floor.

    To me, the floor symbolizes new ground work - foundation. Maybe
    they are changing...

    Light Blue Suits with White collars... hmmm. I looked up Arab men's garments and find that they're called Salwar Kameez or Dishdashas. So are you speaking of possibly a light blue line suit, or a Nehru jacket? Below is a URL showing pictures of Islamic clothing.
